The new 1905 functionality for overtime hours is only made available for internal employees currently.
If you are a customer live on S4HC and require this feature for contingent workers as well then please let me know. Same if you are a partner implementing this for a customer live or going live. If multiple requests come in then I will consolidate the requests and get in touch with colleagues from product management and development. Last but not least, i encourage you to explore the customer influence portal either to vote an existing relevant request or create a new one and share on this post for reference.
