This error message usually stems from the system not being able to retrieve the key combinations required to post the cost when time is booked and approved. And there could be many reasons to that.
I recommend visiting the app "Manage Cost Rates - Professional Services" and ensuring that the desired cost rates maintained are inline with the date for which you are trying to book time in the app "Manage My Timesheet."
In addition, please ensure that in the app "Plan Customer Projects" the planned cost is clearly visible for the staffed resource and once again that all dates; project, service cost rates and timesheet calendar date are in harmony regarding the time-window.
