We are going to submit Q-System. At the moment, Consolidation is not in scope, but we may use it in future.
Is it possible to activate the Consolidation function later even though we select “Not use Consolidation” at creating Q-system ? If it is possible, does it take any cost or production downtime?

Yes, this option is pretty much available. So, at later point, if you need to activate the solution scope(1SG & 28B), all you need to do is to raise an incident mentioning the solution scope to be activated by raising an incident with SAP using the ticket component XX-S4C-OPR-SRV.

Since 1805 the concept of Group account mapping is not there, the GL accounts gets mapped to something called FSITEMS. So once you activate the solution scope for consolidation, the standard mapping gets delivered but any new custom GL Accounts will need to be mapped(which obviously has to be taken care by the business)There are no risk as such associated to this, it's just that user need to understand the solution before mapping. If you activate consolidation at a later date, are there any data implications (for example maintenance of a group account number)? Does this get done by SAP as part of the scope item activation - or would the business need to do this?
To me this is a key question which may determine whether to activate at time of Q provisioning (even if you do not plan to use immediately) - or whether to leave until later

Amith is correct, we've been live with S/4HC since summer 2017 and have followed that exact process to activate scope items that weren't part of our initial implementation. It potentially will take some adjustment to your chart of accounts and some configuration to implement, but the SAP team fielding the incident should work with you on the requirements.
