The delivered starter system and ALM tool do not have all the country personalizations. Should they all be present? Can they be activated?
Just to add to what Luke said,
You can request additional countries as discussed in activate methodology here.
Ignore the steps about change projects and templates since this is a starter system, and simply create the service center ticket. When creating the ticket, be clear about which country/countries and currency.

Starter systems don't usually come with all country versions available. They usually only come with your home country default version as their purpose is only to allow you to demonstrate the best practices during Fit to Standard workshops. More countries can be requested in the Starter if needed. Normally the full allotment of countries needed are part of the request for Quality system.
