I guess you largely have to do it through the master data apps (cost centre groups / profit centre groups / cost element groups / financial statement versions etc). There is perhaps not as much flexibility as there used to be in an ECC / On Prem system.
Once created you need to use 'Set Report Relevancy' and 'Replicate Runtime Hierarchy' to make them available for reporting.
