Apologies for the late reply. You might have found the answer by now and I would appreciate if you could share your experience and learning.
My understanding is that there is no out-of-the-box integration between S4HC and reporting authorities. You will require license for SAP GTS (Global Trade Services) or integrate with a 3rd party solution.
